Aim and Scope
The aim of the journal is to highlight fundamental and applied research on topical issues of pedagogical science and educational practice.
The academic concept of the journal involves the publication of both contemporary achievements in the field of pedagogical practice, the results of scientific and pedagogical research, and research on the history of education and pedagogical science.
The journal highlights such topical issues as: enrichment of modern psychological and pedagogical knowledge; substantiation of educational technologies in quality management of education; introduction of pedagogical innovations to the educational process at all levels of education; upbringing, education and human development, research in the field of succession and continuity of education; generalization of socio-pedagogical experience and the role of scientific pedagogical schools in the development of pedagogical science and educational practice; organization of interaction among the pedagogical community, Russian and foreign educational organizations; methodological assistance to young researchers and teachers; professional development and improvement of person’s professional culture.
Domestic and foreign scientists and practitioners working in the education system are invited to publish in the journal.

Open Access Policy
This is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
1. All manuscripts submitted to MRSU Journals are subject to mandatory peer review.
2. Submitted manuscripts may be rejected at the stage preceding peer review due to their inconsistency with the Journal’s scope or the Journal’s formatting requirements; detected plagiarism; low scientific quality; detected multiple submissions; detection of the use of techniques for increasing the text originality; violation of the Publishing Ethics standards. Authors are notified of the reasons for rejection.
3. The Journal evaluates submitted manuscripts using the method of double blind peer review. This means that the identities of reviewers and authors are concealed from each other throughout the review process.
4. The peer-review process is monitored by the Editor-in-Chief. Leading experts in the field of the peer-reviewed materials, who have published on a similar topic over the last five years, are invited to review submitted materials.
5. Submitted manuscripts are normally reviewed within the period of 4 weeks.
6. Reviews are stored in the Journal’s Editorial Office for 5 years and sent to the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation on request.
7. Reviews should contain a qualified analysis of the material presented in the manuscript on the basis of its scientific novelty, originality, significance and compliance with the Journal requirements.
8. Based on the analysis of the article, the reviewer decides:
- to reject the manuscript;
- to recommend revisions with the subsequent additional review;
- to accept for publication without the need for revision and additional review.
9. In the event that plagiarism, falsification or fabrication of research results is detected, the manuscript is rejected without the possibility of re-submission.
10. In the event that the reviewer recommends rejection, the author(s) receive a reasoned decision.
11. The relationship between the Editorial Board, reviewers and authors is determined by the rules specified in the Publishing Ethics effected by the Journal.
12. In cases where reviewer(s) recommend revisions, the Journal requests the author(s) to make the necessary corrections. The revised version of the manuscript should be re-submitted within the period of 7 days for final assessment. The revised manuscript is additionally sent for review. Revised manuscripts re-submitted after one month of receiving the initial review are withdrawn from the publication process. The author(s) are invited to submit their manuscript as a new submission.
13. Manuscripts revised following the reviewer’s comments are forwarded for evaluation to the same reviewer.
14. In the case of authors disagreeing with the comments of the reviewer, they have the right to give a reasoned statement. By decision of the Editor-in-Chief and the Editorial Board, the manuscript may be forwarded for additional review by another reviewer. A manuscript may receive no more that 3 review rounds. If reviewers have provided significant critical remarks following the 3rd revision round, the manuscript is rejected. The author(s) are forwarded a reasoned rejection decision.
15. Authors have the right to challenge the rejection decision. In such cases, a rebuttal letter to the Editor-in-Chief containing a point-by-point response and supporting evidence may be forwarded. Conflict situations are resolved by the Editor-in-Chief. Decisions taken by the Editor-in-Chief are not subject to dispute. Manuscripts rejected by the decision of the Editor-in-Chief can be re-submitted only following substantial revisions. Such manuscripts will be treated as new submissions.
Publishing Ethics
1. General provisions
1.1. Guiding principles
The editorial staff and the editorial board of the Journal «Pedagogics» are guided in their work by internationally-recognized ethical standards, including:
- provisions adopted by the 2nd World Conference on Research Integrity compliance (Singapore, 22-24 July 2010, http://www.worldscientific.com/worldscibooks/10.1142/8102);
- guidelines developed by the Committee on Publication Ethics (COPE) http://publicationethics.org/resources/guidelines).
As an active member of the Association of Science Editors and Publishers (ASEP), the Moscow Region State University (hereinafter referred to as the Publisher) endorses its Declaration of the “Ethical Principles of Scientific Publications”.
1.2. Duties
- In complying with these Publishing Ethics standards, the Journal’s Authors, Editors and Reviewers undertake to:
- combat illegal activities;
- maintain the integrity of academic publications;
- prevent all participants in scientific communication from ethical, intellectual and commercial harm;
- take actions to prevent plagiarism and the publication of fraudulent data;
- take measures against publication of articles that violate publishing ethics;
be prepared to publish corrections, as well as clarifications of rejections and apologies, when necessary.
2. Ethics for Authors
2.1 Authorship
Authorship credit is based on a substantial intellectual contribution to one or more of the following research stages:
- research design and conception;
- data collection and treatment;
- analysis and interpretation of the results;
- drafting and finalizing of the manuscript.
In submitting a manuscript to the Journal, the authors confirm their authorship and that all listed co-authors approve of the manuscript’s content and agree with the License Agreement.
For a paper having multiple authorship, the order of authorship is determined by the co-authors.
Co-authors bear full responsibility for all aspects of the work performed, not only for those aspects that were performed by them.
All contributors to the research presented in a publication, such as financial sponsors, organization leaders and individuals, who do not merit authorship, should be named in the Acknowledgments section.
The presentation by the author(s) of false or fraudulent information in any documents accompanying the manuscript is considered as a basis for its rejection, regardless of the outcome of peer review.
2.2. Borrowing, plagiarism and duplicate publication
Authors must cite all relevant sources appropriately. Citation of doctoral or master’s dissertations is not recommended, as well as references to educational or reference literature.
The violation of copyright and related rights through direct (textual) or indirect (contextual) borrowing of materials, ideas and research results constitutes unethical behaviour. A distinction should be made between original (primary) and secondary publications, with citation preference given to primary sources.
No form of plagiarism is acceptable. Text recycling (self-plagiarism) must be avoided. Simultaneous submission of the same text to several journals is prohibited.
Manuscripts submitted to the Journal are checked for plagiarism using the Antiplagiat system and other software tools.
Authors must inform the Editorial Board about their publications (including those in co-authorship) in other sources, which contain text fragments included in the submitted manuscript.
No previously published articles (in whole or in part) or articles submitted to other journals will be considered for publication in the Journal.
2.3 Author’s responsibility
Authors and co-authors bear full responsibility for accuracy of submitted materials, including names, quotations, formulas and numbers, as well as for the completeness and truthfulness (reliability) of information.
In the event of significant errors or inaccuracies discovered in the published article, the Author must notify the Editorial Board and work solve the problem in a spirit of collaboration.
By submitting their manuscript to the Journal, the Author guarantees that the document does not contain any classified scientific or technical information relating to state, official or commercial secrets.
Articles presenting the empirical research involving human participants must avoid disclosing the personal information of such participants (i.e. names, circumstances of the experiment or any other related information that may contribute to revealing the participants’ identity). Publication of such data is only permissible either in an encrypted form or with the written consent of the participants. If necessary, the Journal may require the participants’ written informed consent for publication.
Researchers bear personal responsibility for the quality of conducted research, including results and conclusions thereof, as well as for the validity of research methods and techniques, observance of the human rights of those involved in the study, and objectivity in interpreting the results.
In theoretical studies, analysis of literature sources should avoid any arbitrary interpretation of the authors’ ideas that lead to a distortion of their position, including incorrect citation, eclecticism, historical inaccuracy, or one-sided critical representation of the authors' positions on any research question.
Authors should avoid making personal, critical or disparaging remarks and accusations directed against other researchers.
Negative research results may be published in exceptional cases, due to their (frequently) intermediate character. A decision on the publication of such articles is taken by the Journal’s Editorial Board and confirmed by the Editor-in-Chief.
2.4. Interaction with the Editorial Board
In submitting a manuscript to the Journal, the Author confirms that the manuscript has been prepared in accordance with the Journal’s formatting requirements. The Author agrees to the peer review process effected by the Journal, as well as to the publication of the manuscript, including the necessary stages of linguistic proofreading (without changing the scientific content), translation, etc. Authors grant the Journal the rights to use their personal data along with the final publication to ensure its further dissemination through information and scientific databases.
In case of publications having multiple authorship, the authors of the manuscript shall designate a corresponding author, who takes responsibility for communication with the Editorial Board on behalf of the research team.
Publication in the Journal is free of charge. Following its acceptance, a manuscript enters the publication queue.
3. Ethical principles of the Editor-in-Chief and Editorial Board members
3.1 Ethical rules of the Editor-in-Chief
The Editor-in-Chief shall make every effort to ensure the high quality and integrity of materials published in the Journal.
The Editor-in-Chief must address all arising issues efficiently and in a timely manner.
The Editor-in-Chief must ensure the freedom of scientific opinion, the fairness, objectivity and timeliness of the peer-review process.
The Editor-in-Chief has the exclusive right to accept or reject manuscripts. Rejection of manuscripts at the stage preceding peer review is possible for the reasons stated in Peer Review.
In cases where errors in an already-published article are discovered, the Editor-in-Chief shall initiate the publication of a correction or rebuttal.
The Editor-in-Chief must scrupulously ensure the anonymity of the double-blind peer-review process and never disclose the names of authors and reviewers to each other.
The Editor-in-Chief is responsible for the observance of these ethical standards by all participants in the publication process (authors, reviewers, editors, etc.).
In order to investigate allegations of research misconduct, the Editor-in-Chief has the right to request information on the specific contribution of any of the co-authors.
If necessary, the Editor-in-Chief has the right to clarify the legality of publishing a submitted manuscript (classified studies, etc.).
3.2 Ethical rules of the Editor-in-Chief and the Editorial Board
All publication decisions are taken by the Editorial Board.In cases where, for some reason, this is impossible, the publication decision is taken by the Editor -in-Chief.
In cases where the Editorial Board does not share an author’s opinion presented in a publication, a footnote detailing this difference of opinion may be appended.
The Editorial Board and the Editor -in-Chief reject all materials containing calls for a seizure of power, violent changes in the constitutional system or the integrity of the state, as well as those aimed at inciting ethnic, class, social, religious intolerance or hatred, or promulgating war propaganda, pornography or cults of violence and cruelty.The Editor-in-Chief and the Editorial Board reserve the right to inform the relevant state authorities about such materials.
In cases where the Editor-in-Chief, Reviewer or Member of the Editorial Board receives information on suspected research misconduct on the part of an author(reviewer, Editor-in-Chief), the Editorial Board must act to investigate the allegation.
4. Ethical rules of reviewers
4.1 Reviewer’s responsibility
Reviewers must not disclose information relating to the manuscript(including information about its content, the submission or review process, critical remarks and / or final decision) to anyone except editorial staff and Editorial Board members.
Reviewers may not use information contained in the manuscript prior to its publication for their own purposes or in the interests of third parties; neither may they use such information to cause harm to or discredit others.
Reviewers should express their opinions objectively, constructively and clearly, giving reasonable recommendations aimed at raising the scientific quality of the manuscript.Reviewers should refrain from personal criticisms of the author.In particular, religious and political views of the author(s) should never be criticized.
In the case of any potential conflicts of interest that may affect the objective examination and interpretation of the materials, reviewers must recuse themselves from the evaluation of manuscripts submitted for review.
In the case of omissions, reviewers should recommend citing publications relevant to the topic of the reviewed manuscript.
The reviewer should identify both merits and deficiencies of the reviewed manuscript.A review should contain substantiated conclusions about the content of the article and unambiguous recommendations on the appropriateness or otherwise of its publication, aimed at helping the author(s) to improve the scientific quality of the research.
If a Reviewer is unsure of the adequacy of his or her qualifications for the analysis of a manuscript, or does not have time sufficient for the review, he or she should notify the Editorial office and request to be excluded from the review process of the corresponding manuscript.
4.2. Reviewer and Author
Manuscripts submitted to the Journal represent the intellectual property of the authors and must not be subject to disclosure.Reviewers may not make copies of manuscripts for their own purposes.
Authors have the right to disagree with the reviewers’ opinions and to provide the Editorial Board with a reasoned response.Upon the decision of the Editorial Board, the manuscript can be forwarded for additional peer review by another specialist.
The final decision on the necessity of additional review and publication of the article is taken by the Editor-in-Chief.
5. Conflict of interest
A conflict of interest is defined as a situation where matters of a personal, ideological or financial nature may affect an expert judgment of the provided material.
In cases where there is a possibility that a conflict of interest may arise between the parties involved in the publication process, either or both of the conflicting parties should disclose all aspects of such a situation to the Editor-in-Chief.
Articles under consideration by the Editor-in-Chief and the Reviewer should not be the subject of conflicts of interest with the author(s). If such a conflict arises, a Reviewer should decline a peer-review request, while the Editor-in-Chief should transfer the authority to review the manuscript to his deputy or a member of the Editorial Board.
Manuscripts submitted by Editorial Board members are considered on their merits, subject to the same principles governing conflict of interest.
Any unresolved conflict of interest should be considered by a special commission consisting of representatives of the Editorial Board and independent researchers having no conflicts of interest with the disputing parties.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
“Bulletin of the Moscow Region State University. Series: Pedagogics" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in “Bulletin of the Moscow Region State University. Series: Pedagogics", authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Bulletin of the Moscow Region State University. Series: Pedagogics" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.
